Can it get my PDF under 100KB or 200KB for a government form?
There is no exact target-size setting, so no tool can promise a number for every file. For a short scanned document, Smaller file often gets close, and the estimate shows you the expected size before you compress.
Will my document look blurry?
Balanced is made to look the same at normal zoom, and Best quality keeps enough detail for printing. Smaller file saves the most space and can look soft when you zoom in close.
Why did my PDF hardly shrink?
Compression works on the images inside the file. A PDF that is mostly typed text is already small, and any image that would not get smaller is left untouched rather than made worse.
